Low-Carbon Unit Commitment Pumped Storage Project Details

Abstract

High levels of Photovoltaic (PV) generation complicate the operation of power systems in many ways, particularly with respect to the β€˜Duck Curve’ which creates the need for thermal generators to ramp more frequently. This study focuses on devising solutions to these issues through the development of a low-carbon Unit Commitment (UC) model. This model is developed as a Mixed-Integer Nonlinear Programming (MINLP) problem that includes Pumped Storage Hydropower (PSH) to improve the flexibility of the system. The objective function is constructed to minimize fuel, start-up and carbon emission costs simultaneously. The model was implemented in Python and solved using the SCIP optimization solver, over a 24-hour operational period. The system

modeled consists of ten thermal units, four PV farms, and four PSH units. Results of the simulations show that adding PSH to the system lowers total operating costs as well as improving net-load smoothing and operational flexibility. While the total emissions for the system are only slightly lower than the baseline scenario, the combination of carbon-aware optimization with PSH leads to greater economic benefits and improved system flexibility to cope with increased PV penetration.
