Optimization Fleet Scrubber Installation Utilization Project Details

Abstract

This research looks at how to best install and use marine fleet scrubbers under strict environmental rules. To meet global sulfur limits and regional mandates, ship owners must weigh the high upfront cost of exhaust‑gas cleaning systems (scrubbers) against the ongoing cost of low‑sulfur fuel. We present a mixed‑integer nonlinear programming (MINLP) model that decides which vessels to retrofit and when to switch fuels for a mixed fleet. Unlike typical models, our formulation adds spatial constraints, such as bans on open‑loop scrubber discharge near certain ports, and includes the variable operating costs of running scrubbers. By testing different routes and regulatory settings, the model compares the trade‑offs between scrubber investment

and the continuous cost of fuel switching. Numerical tests show the model can lower total fleet operating costs while keeping compliance with Sulfur Emission Control Areas (SECAs). This method offers a decision‑support tool for maritime logistics, showing how careful scrubber placement can reduce the economic burden of environmental compliance.
