Abstract

The transition of modern electrical grids toward hybrid energy ecosystems containing high-penetration renewable sources necessitates a fundamental shift in control and governance paradigms. Traditional centralized optimization frameworks prioritize economic dispatch and load-following capabilities, treating safety and constraint enforcement as secondary, reactive control loops. To address the vulnerabilities inherent in this legacy approach, this research explores the PROMETHEUS-GAIA architectural pattern, which introduces a constraint-first autonomy model for hybrid energy systems. Under this paradigm, safety boundaries and operational constraints are mathematically prioritized over optimization objectives, ensuring that decentralized generation units operate within verified safe envelopes. The proposed framework models the interactions between heterogeneous energy assets, including solar photovoltaics, wind turbines, and energy

storage systems, using a decentralized control topology. By formalizing safety constraints as primary invariants, the architecture mitigates risks associated with transient instability, cascading failures, and cyber-physical vulnerabilities. This study provides simulation-based guidance and structural modeling to evaluate the feasibility of constraint-first control loops under highly dynamic grid conditions, offering a robust foundation for future resilient hybrid energy management systems.
