This research proposes a comprehensive framework for embedding governance within AI security culture, specifically addressing AI-enabled decision-making environments. The framework identifies five critical cultural dimensions: defining clear roles and accountability in human-AI collaboration, fostering psychological safety for challenging AI outputs, promoting awareness of biases with corrective mechanisms, ensuring disciplined utilization of AI explanations, and cultivating an ethical operational climate. A robust AI-aware security culture is shown to improve cyber situational awareness, which subsequently refines trust calibration between human confidence and algorithmic reliability, ultimately enhancing decision quality. Experimental findings indicate that interfaces providing rich explanations can significantly increase accuracy, efficiency, and calibration in decision-making. Furthermore, the integration of accountability cues is
demonstrated to reinforce policy adherence and mitigate reliance errors. The study also introduces key performance indicators for governance, designed to integrate cultural and behavioral insights into auditable management structures.
