| Abstract |
Organizational utilization of digital technologies has heightened the necessity for adopting cyber resilience, understood as the ability to proactively prepare for, absorb, recover from, and transform in response to cyber space disruptions. This research explores how employees of German firms understand and practice cyber resilience while focusing on the socio-technical dynamics at play during each phase of the software development life cycle (SDLC). This is a qualitative research study, based on the MITRE Cyber Resilience Engineering Framework, the Socio-Technical Systems Framework, and socio-technical imbalance theory, and is based on 14 semi-structured interviews conducted in five different companies. The social components of anticipation and resistance to cyber incidents are generally underdeveloped.
The findings from this study focus on the social aspects of anticipation and resistance, including common understandings, responsible parties, and learned processes. Furthermore, the study highlights the absence of a systematic approach to developing these dimensions, as well as underdeveloped social support systems, limited resources, and a lack of prioritization within organizations. The research presents six hypotheses as a starting point for further empirical studies aimed at improving product cyber resilience by addressing the identified socio-technical deficiencies.
