| Abstract |
This study examines the governance of the dry and dirty bulk cargo handling operations at Marunda Port, Tanjung Priok, and how they affect air pollution. Specifically, the study looks at the current air quality and the measures that exist to reduce particulates and dust from cargo handling activities, especially those involving coal and sand. To answer the research questions, the author used a qualitative descriptive-analytical approach combining field observations, semi-structured interviews, document review and analysis, and analysis of reports from the concerned institutions. Qualitative data were analyzed using Miles and Huberman's interactive model, while the quantitative data (cargo handling intensity, Air Pollution Standard Index (ISPU) distribution, indexes of the correlated
pollutants and dust particulates (PM10, PM2.5, SO₂, CO, O₃, NO₂) and Pb), and Ambient Air Quality Status Index (ISM) were analyzed descriptively in relation to the prevailing environmental standards. The results provide a description of the governance implemented through administrative verifications, equipment audits, adherence to standard operating procedures, water spraying, dust control nets, and routine monitoring of air quality, and cover all aspects of environmental management in the port area.
