After a disaster, rebuilding often requires quickly setting up temporary concrete plants. Because of emergency rules, these plants sometimes skip the usual environmental impact studies. This project gives a stepβbyβstep method to check the combined environmental and publicβhealth risks of those temporary plants. It uses a mainly qualitative riskβassessment framework and looks at the main ways people can be exposed, such as: * dust and other particles released into the air * wastewater that is discharged * damage to soil * noise from the plant The assessment adds a semiβquantitative riskβscoring system. Scores are based on how likely an event is, how severe it could be, and how long exposure
would last. The scores are matched to existing environmentalβhealth standards. The study focuses on the rebuilding period after the 2023 KahramanmaraΕ earthquakes in TΓΌrkiye. It shows how speeding up the installation of concrete plants can increase environmental pressure in already vulnerable, postβdisaster areas. The work provides clear guidance for creating combined engineering and policy plans that limit environmental damage while keeping reconstruction fast. By modeling exposure pathways and comparing results with benchmarks, the research offers a repeatable way to manage environmental risks in sustainable postβdisaster recovery.
